Glass Pool Fencing in NZ: What You Need to Know Before You Buy

Josh, First Glass Solutions 29 May 2026 7 min read

If you have a pool in New Zealand, you are legally required to have a compliant pool fence, and the consequences of non-compliance are serious. But getting it right does not have to be complicated. Here is a straightforward guide to glass pool fencing regulations in NZ and what to expect when you work with First Glass Solutions.

What Does NZ Law Require for Pool Fencing?

Pool safety in New Zealand is governed by Section 162C of the Building Act 2004 and NZ Building Code Clause F9. This replaced the old Fencing of Swimming Pools Act 1987, which was repealed on 1 January 2017. All residential pools deeper than 400mm must be enclosed by a compliant barrier that prevents unsupervised access by children under 5.

The technical specifications are set out in NZS 8500:2006, Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs.

Key requirements include:

  • Minimum barrier height of 1.2 metres
  • No gaps larger than 100mm
  • Self-closing, self-latching gates that open away from the pool
  • Outside latch must be at least 1,500mm above ground level
  • No climbable objects within 1.2 metres of the fence on the outside

Glass pool fencing, both frameless and semi-frameless systems, meets these requirements when installed correctly with compliant hardware and the correct glass specification.

What Is a Council Pool Inspection?

Every pool in New Zealand must be registered with your local council and is subject to inspection every three years. Tauranga City Council includes the first inspection through a targeted property rate. Its 2026/27 fee schedule lists additional swimming pool compliance inspections at $204 each. Check the current council schedule when arranging an inspection.

An inspector will check:

  • Fence height and gap compliance
  • Gate operation, self-closing and self-latching
  • Latch height and accessibility
  • Condition of the glass and hardware
  • Whether any furniture or structures nearby could assist climbing

Failing an inspection results in a notice to fix. You typically have three weeks to rectify issues before a re-inspection. Serious safety concerns can result in a 48-hour reinspection requirement.

Frameless vs Semi-Frameless Pool Fencing

Frameless glass pool fencing uses thick toughened glass panels held in place by ground-mounted spigots. No top rail. Clean, unobstructed views of the pool. The premium option and the most popular in Tauranga.

Semi-frameless pool fencing uses posts at regular intervals with glass panels between them. A top rail runs the length of the fence. Still looks great, slightly more affordable, and offers an additional structural reference point.

Both systems use AS/NZS 2208 safety glass and both are fully compliant with NZS 8500 when installed correctly.

While you are considering your outdoor glass, you may also want to think about glass balustrades for decks and stairs adjacent to your pool area.

What Affects a Glass Pool Fencing Quote?

The quote depends on the barrier layout, ground conditions and gate requirements. A site measure establishes the total run and identifies level changes and nearby structures.

  • Panel sizes, glass specification and frameless or semi-frameless system.
  • Number and position of gates, hinges, latches and other hardware.
  • Concrete, paving or deck fixings and any preparation required.
  • Site access, removal of an existing fence and required documentation.

Check that each quote covers the same barrier, gates and installation work. Council inspection charges are separate from the fencing quote unless expressly included.

What Does the Installation Process Look Like?

  1. Site measure and quote, we assess your pool area and provide a written quote
  2. Engineering and fabrication, glass is cut and hardware is selected to suit your site conditions
  3. Installation, spigots or posts are set, glass panels are fitted and levelled, gates are hung and adjusted
  4. Final check, we test every gate and verify the installation meets NZS 8500 before we leave
